Benefits, Employee Wellness and Work-Life in University Human Resources (UHR) provides strategic consultation for prospective and more than 8,000 current employees, as well as pending retirees, for benefits and retirement planning while administering several pre-tax and post-tax benefit plans. The unit’s Consultants ‘Build a Thriving Pack’ assisting faculty and staff via their work with colleges and divisions in achieving healthy lifestyle goals that address NC State’s six elements of Wellness. Benefits, Employee Wellness and Work-Life provides programs and services to help employees maintain a positive work-life balance including leave, recognition, perks and childcare programs.

Essential Job Duties

The Benefits Leave Program and Compliance Manager is responsible for administering the University Leave Program and ensuring compliance with federally and state mandated programs including the Family and Medical Leave Act (FMLA), sick and personal leave, voluntary shared leave, military leave, paid parental leave, and disability programs. The position works closely with the university’s leave management system (Wolftime),is responsible for performing complex analytical and administrative functions relating to leave benefit programs and out of state employment including staying up to date on multi state employment regulations and identifying administrative challenges and opportunities for cost savings, making recommendations for improvements, and compiling data to support program changes and to ensure compliance with laws, policies and University practices. In addition, this position will also have a direct and holistic focus on HR related policy and regulation review, providing required updates and coordination policy and regulation reviews as needed partnering with campus stakeholders.

Reporting to the Assistant Vice Chancellor for Total Rewards and serving as a member of the Total Rewards Leadership team, the Benefits Leave Program and Compliance Manager will serve as a subject matter expert and point of escalation for handling complex benefit leave program cases that require policy interpretation and will serve as the primary campus contact for leave program administration and flexible work arrangements to include a review and analysis of full remote work requests both in state and out of state in collaboration with campus stakeholders. The position may serve as a point of contact for supervisors with an interest in positions that work fully remote.

Primary Responsibilities:

Benefit Leave Program Leadership (60%)

  • Provide leadership, supervision, coaching and mentorship for three HR Consultants measuring performance and coaching for high performance monitoring all service levels and making strategic adjustments when needed.
  • Evaluates and leads process improvement at the macro-level to determine effectiveness of programs and services; redesigns programs and implements program enhancements to meet organizational needs.
  • Monitor and ensure compliance with all leave-related regulatory and reporting requirements, maintain up-to-date plan and policy documents, manage vendor relationships and provide exceptional internal support.
  • Auditing leave programs and services to ensure compliance by identifying any compliance discrepancies requiring corrective action.
  • Act as a liaison with the University of North Carolina System Office in the area of leave programs and services.
  • Prepares special reports by collecting, analyzing, and summarizing information and trends.
  • Provides oversight for a formal, on-going program/project(s) and all related activities (people and process) associated with an intended outcome and timeline. Is accountable for ensuring work is performed to achieve the results of the project/program.
  • Foster collaborative partnerships with HR campus stakeholders and provide system updates, communication and training as needed.
  • Analyzes data to determine program opportunities and challenges creating effective program and/or service changes using a customer centric approach.
  • Monitor HRNow case metrics to ensure the team is meeting established service level agreements.
  • Other duties as assigned.

Compliance Leadership (40%)

  • Serves as the lead specialist on flexible work with a specific focus on out of state employment to include reviewing requests, researching employment compliance impacts and costs working collaboratively with the Provost’s Office and campus stakeholders.
  • Manages all program specifics including but not limited to intake forms, workflow approvals, and communications both automated and written.
  • Responsible for designing and implementing effective systems, processes, and internal controls to meet the University’s obligations under federal and state employment laws across multiple jurisdictions in the US.
  • Stays abreast of relevant legislation, policy, regulations and best practices in flexible work and out of state employment..
  • Serves as the lead specialist in periodic review and updates to relevant HR policies in collaboration with the Office of Finance and Administration.
  • Other duties as assigned.




Minimum Education and Experience

Graduation from a four year college or university with a degree and three years of comprehensive experience in the area of assignment including one year in a lead worker or supervisory capacity; or an equivalent combination of training and experience.

All degrees must be received from appropriately accredited institutions.

Preferred Qualifications

  • Experience in leave program administration
  • Demonstrated experience in HR compliance in higher education or legal setting
  • Experience in or knowledge of out of state employment
  • Knowledge of benefit programs, services, and regulatory requirements
  • Strong analytical skills in collecting, organizing, visualizing and assimilating data.
  • Knowledge of applications and systems (i.e PeopleSoft, BenAdmin, HRNow and related systems)
  • Knowledge of relevant legislation, policy, regulations and best practices regarding flexible work and out of state employment
